Motion by Pete to approve the February Minutes as presented, second by Ajai. Passes unanimously 0 abstentions.

City Archives Presentation: Diana Banning
City Archives is the official repository for city documents, and has the goals of helping city agencies manage records for legal reasons, giving bureaus a place to store records, and archiving the city’s history since 1851. It is a resource centers for scholars, genealogists etc., and includes social history. Neighborhood documents are part of history and connected to city government, and they are inviting donations of Neighborhood Association records. They are currently working on the records of Neighbors West/Northwest.

Their goal is keeping the records that show the projects, challenges, and accomplishments of neighborhoods accessible, catalogued, and secure. They are willing to work with groups to ensure that things are handled as desired, such as not being made public discarded, and including the option of returning to the neighborhood items which it does not want to keep. The donated material would need to be used on site, and the archives are open four hours a day for drop-in visits. They would also welcome having volunteers to help identify important items during the archiving.

She also might be able connect SEUL with library science students to help organize SEUL’s library.

Google Docs Demo: Marianne Colgrove
This platform is being considered by the Board Binder work group as a way to share Board documents. Documents can be edited and viewed either by all or by invitation only, depending on the degree of accessibility selected. Without a Google account, documents can be accessed as read-only. There would likely be draft versions and final versions of the documents, the latter open to editing for only a few. There are backup copies of all documents kept outside of the Google system on the SEUL server.

PBOT Budget Update: Linda Nettlekoven
She has brought copies of the criteria that the Budget Advisory Committee suggested that PBOT use for making capital improvements project that they worked on last summer. During the budget process this year they found that PBOT is using different kinds of criteria, recognized that the criteria they suggested are subjective, are successfully collaborating to make the budget process more transparent, and noticed that there is not an automatic connection between PBOT and the neighborhood system. A group of PSU students has been recruited to look at how to communicate neighborhood needs.

They are continuing to communicate with PBOT about equity, public participation, how to constructively manage trees and leaves, how to manage smaller projects, considering re-instating a neighborhood liaison system, and how to integrate master plans with local needs. Email Linda with any feedback.

Committee Reports
-    Building Committee: Main floor bathroom renovations are finished

-    Board Binder Contents: Marianne will be sending out a trial link for Google Docs

-    Executive Committee: Voted to place at Anne’s discretion finding resources in the budget to make a large meeting room on the main floor by removing a wall between two rooms. Extensions for fiscal sponsorships approved.

Brooklyn Community Garden: Jacob Heil
Brooklyn Action Corps has been in contact with ODOT about a making a community garden on an ODOT-owned property just south of the Ross Island Bridge that is currently unused and has no plans for development. The BAC is making the proposal to ODOT this week, and would like SEUL’s support for networking.

The property would remain owned by ODOT, but would be available for community garden use until either ODOT begins to develop the land or the space is used inappropriately. He has met with the Parks Department, but BAC prefers to do the water bill and all park maintenance themselves. They are seeking funding sources from within Portland. The SE Portland Tool Library and the Village Building Convergence are also resources they are working with. He has met with the immediate neighbors, and they are in support. He is still in dialogue with ODOT about insurance.

Motion by Robert McCullough to support the BAC’s effort to gain access to the property for a community garden, second by Chris, passes unanimously with 0 abstentions.

Executive Director’s Report: Anne Dufay
She and several Board members attended the third annual retreat with the Diversity and Civic Leadership Group; its meetings will now be quarterly, and SEUL has joined a group advocating for a mayor’s committee on equity. SEUL is switching to Umpqua bank.

Eastmoreland Scanned Documents: Robert McCullough
He has brought digital copies of the Eastmoreland records stored at SEUL that have been scanned. Reed has extended the offer of having work-study students do the scanning and he is willing to loan the scanners and laptops so other neighborhoods can do the same. The file names are created by the person who does the scanning, and are searchable. The materials can be donated to Archives afterwards.

Motion by Paul to move forward with the plan of scanning all materials at SEUL, second by Pete, passes unanimously with 0 abstentions.

Motion by Marianne for Don Gardner to be the second Board member on SEUL’s Land Use and Transportation Committee, second by Pete, and passes unanimously with 0 abstentions.
