Richmond Neighborhood Association Meeting

Meeting was called to order at 7:03pm.
Board members in attendance: Roy Hartley, Erik Hovmiller, Doug Klotz, Jeff
Horne, Jeff Cropp, Colin Cigarran, Linda Ralley, Derek Covey, Allen Field, Karin

Board members absent: Lee Knightly, Clay Davis, Susan Levine
Others in attendance: Allen Paulson, Lee Mackado, Tom Ralley, Margie

February’s minutes were adopted with revision: in discussion of trimet lines, bus
line 4 changed to bus line 14. 8 Ayes, Jeff Horne & Jeff Cropp abstained.
Announcements
Colin C. expressed concern about police sirens & possible crime increase during
summer months. Mention made of new citywide mapping program to track
crime.
Resident expressed some concern over cars being ticketed as abandoned for not
being driven enough.
Roy stated that officers aren’t going to be as available for NA meetings because
they will no longer receive overtime pay.
Agenda Items
1. Property partition at 3238 Woodward
Owner wants to partition lot into one 9,000 sq. ft. lot and one 6,000 sq. ft.
lot, with the intention of selling 6,000 sq ft. lot. Residents expressed concern
over multi-unit dwellings, but were told by representative of property owner
that city would only permit single family home. Board took no action.
2. Route Change – Bus Line 14
Green line set to open Sept 2009. The Mall area will open to buses beginning
May 2009. Trimet plans to re-route 14 beginning in May 2009 due to low
ridership North of Burnside and through Old Town. Current route was result
of construction, and causes most downtown riders to walk a number of blocks
to catch bus. Discussed three possible routes to solicit opinions from
Neighborhood Associations.
Time Line:
Early October: General meeting to discuss plan and solicit input
Late October: Official Proposal followed by comment period.
November: public hearing.
Late December: final decision.
3. Introduction of Leah, new NA contact from SEUL. Leah was not present.
4. Movie in Sewellcrest Park – NA needs volunteers to sell tickets from
6:30pm-8:30pm. Money will be used for next year’s event. Event will
feature live music, raffle, Friends of Trees signup, and a bike corral.
Powerpoint slide talking about NA will be shown. 1,000 attendees
expected.
5. Richmond Garage Sale: 4 days over Labor Day weekend. $5 donation for
participants. Derek requested money from board to announce in the
Oregonian. Sale will feature a location map and a category map. Allen F.
proposed doing sale same day as Division/Clinton Street Fair on future
years. Concern expressed that 4 day event may dilute event. Karin
brought motion for board to pay for advertising up to $200 for event.
Doug seconded. Unanimous approval.
6. Street Fair de-brief: Light attendance. Lunch coupons for Lauro deemed
successful. Linda asked about grouping nonprofits together.

Committee Reports
Land Use/Planning/Transportation
Doug reported
New Seasons submitted application. On agenda for September 3 at 3pm. Asked
for exemption on parking lot landscaping to maximize number of spaces.
Current plan doesn’t widen sidewalks from 9’ to 12’ as PDOT requires.
Sustainability Committee
Jeff H. reported on Downspout Disconnection fundraiser in partnership with BES.
7 volunteers attended. Disconnected 23 downspouts to earn $299 for
sustainability committee. Jeff H will submit article with pictures for newsletter.
SEUL Coalition Rep.
Roy Hartley reported. New website template developed by SEUL. Testing on 2
neighborhoods with broad release at end of September.
Liquor Licenses:
In July, Residents had meeting with Hawthorne Theater. Residents composed a
letter to Nick(owner of Hawthorne Theater) to stop problems related to site.
Treasurer's Report
Jeff H. reported that RNA’s Beginning Balance was $7,678.19 for the period and
an Ending Balance of $8,749.11.
