Kern’s Neighborhood Association Meeting Minutes
May 19, 2010

Meeting was called to order at 6:10pm and began with introductions.
Meeting agenda and minutes from April were reviewed. A motion was made to approve the minutes, and all approved.
Treasurer’s Report
· Teresa reported that there is $1, 022.24 in savings and $4,874.08 in checking. All clean-up expenses have been paid.
Neighborhood Updates from Havilah (ONI)
· Officer Edgecomb was unable to attend the meeting. Havilah passed out the crime map and discussed the three home burglaries and sixteen larcenies. Havilah stressed the importance of not leaving valuables in your car to prevent car theft. She also mentioned that u-locks prevent bike thefts most effectively.
· The Tonic Lounge was given a favorable recommendation from the city to the OLCC to renew their liquor license. Jim Dewson how the city determines their level of recommendation to the OLCC for liquor licenses. Havilah responded that five unfavorable letters along with a letter from the neighborhood association would ensure an unfavorable or non-endorsement from the city. Most likely, the establishment would still receive a license; however, the OLCC would implement some restrictions.
Portland Plan Update – Matt Wickstrom
· Matt spoke about the ongoing effort to update the Portland Plan. The Portland Plan was last updated in 1980, and the city has been working with the community to come up with a new 25 year roadmap for the city.
· The Phase II workshops have been completed. The survey is still available at www.PDXplan.com. Surveys were sent out with the Curbsider in an attempt to gather as much community input as possible.
· Matt plans to come back next month to speak more in-depth about the Portland Plan. In the meantime, more information is available at www.PDXplan.com.
Burnside East Business Association (BEBA) Main Street Program – Anastasia Perrigo
· Anastasia spoke about the Main Street Program administered by the National Trust for Historic Preservations. The program has helped revitalize over 1800 main streets around the country. The Main program is a community-driven, comprehensive strategy used to revitalize downtown and neighborhood business districts throughout the United States. · BEBA has submitted an application for the Portland Main Street Program for East Burnside from 18th-29th streets. The Burnside East application was one of six received by the city. Oral interviews will be held this week. Participating Main Street Programs will be announced on June 18. If selected, BEBA will be looking for community and business members to assist in the vision for Burnside East.
· Anastasia handed out pledge contribution letters to the group. If selected, the Main Street Program will match raised funds over a three year period of the program. BEBA is currently collecting pledges. A KNA board member moved to send a letter of support along with a $100/year donation for the three years of the program. The board approved the motion.
Bike Updates – Sean Hutchinson
· Sean plans to hold a bike sub-committee meeting next month to start planning the second annual Kerns Bike Safety and Awareness Event during the SE Sunday Parkway (August 15). The meeting will be held at the Goodfoot on Wednesday, June 9th. Sean plans to send a reminder email to the board before the meeting.
· KNA plans to purchase another 500 helmets though the Legacy Trauma Nurses program for $5 each. More details for the event will be discussed at the sub-committee meeting next month.
Land Use
Four Square Church – Greg Campbell
· Greg spoke about the Four Square Church plans to fund and build a senior independent living center at 12th and Burnside, just east of Michael’s Deli. The plans for the building have been underway since 1998. They plan to use local architects, engineers and contractors to create local jobs for the community.
· The architect presented the building plans and drawings. The building will house 120 living units in a 4-6 story structure with retail and lobby space on Burnside. The mass of the structure will be on Burnside, and it will scale down to the four stories on the east side into the Buckman neighborhood with a south facing courtyard. The architects incorporated the arcade architecture of lower Burnside into the design. The building also includes a parking structure for 70 cars, mostly planned for church and retail parking. The building will be LEED certified.
· KNA members discussed concerns about the entrance/exit for the parking structure on Ankeny Street which is an active bike corridor. The planners assured KNA that they have looked at this issue, and retail parking entrance will be on 13th Avenue.
Clean-up – Mike Whitmore
· Mike spoke briefly about the results of the clean-up. Mike has reserved Cloudburst for next year’s clean-up.
East Side URAC– Mike Whitmore
· Mike asked KNA to support Steve as Kerns’ official URAC representative for next year
· The URAC is looking for a Kerns representative for the east side parking committee that will address parking issues from the river to 12th Avenue.
Washington High School Community Center (WAMO) – Mike Whitmore
· Mike informed KNA that there will not be a bond measure for the community center in this year’s elections. Once again, this project is on hold.
· Art DeMuro, a private developer, is negotiating with PPS to buy the building and convert it to housing. Art specializes in resorting old buildings. Susan Lindsey from Buckman plans to ask the URAC to support this project.
Burnside Bridgehead – Mike Whitmore
Mike spoke about the preliminary framework plans for the Burnside Bridgehead that plans to use the Convention Plaza building in its first phase of development.
Cell Towers/Antennas on Dresden Apartment (2545 E Burnside) – Mike Whitmore
Mike has sent a letter opposing six more antennas to the Dresden Apartment Building on East Burnside. KNA moved and approved a motion for Mike to write a letter in opposition to more antennas as well as suggesting to enclose the existing ones for aesthetic purposes.
Communications – Angela Kirkman
· Angela spoke about the Movie at Oregon Park planned for Tuesday, July 13th. KNA moved and approved the idea of having local businesses and non-profit organizations to sponsor the event through purchasing slides to display on the big screen before the movie. KNA agreed to charge $50 for businesses and $25 for non-profits. Angela plans to distribute a written letter to approach local businesses via email before the next board meeting. Slides will be due by July 1st.
· Angela encouraged anyone interested in helping out with communications role to run for the communications chair or co-chair during the elections.
Sustainability – Sandra Bao
· Sandra mentioned maintaining the sustainability role as a sub-committee this year.
· Sandra and Angela each have a Kill-A-Watt Electricity Usage Monitor. The Kill-A-Watt is available to KNA members to take home to monitor energy usage of individual appliances. Contact Sandra for more information.
Elections – GT Meili
· GT asked people to nominate themselves and others for this year’s board. After all names were recorded, the current KNA board approved next year’s board members as follows: Angela Kirkman, Michael Whitmore, Jonathan Barnes, Cameron Shnur, Steven McClary, Heather (Bryan) Waisanen, Jon Hauben, Dan Gath, Sandra Bao, Ben Greensfelder, Sean Hutchinson, Steve A. Engel, Teresa Kinne, GT Meili, Steve Russell, Jay Harris, Anastasia Perrigo, Emily Simon, Jim Kautz, Jim Dewson, Jack Maynard, Megan O’Keefe and Reina O’Beck. The new board consists of 23 total people.
· The KNA board nominated following people for specific board positions:

· The KNA board voted to approve the board as stated.
