Richmond Neighborhood Association Meeting Minutes
November 10, 2008

Meeting Called to Order at 7:10pm
Adoption of Minutes: Doug moved to adopt October 2008 Minutes, the motion was
seconded by Jeff Horne: motion passed - 9 in favor, 2 abstained (Roy Hartley, Susan
Levine).
Community Policing Report: No officers present.
Agenda Items
Leah Hyman, SEUL:
Introduced herself as the new SEUL liaison to Richmond and as the go-to
technical person on land use and space issues. She handed out Neighborhood
Board Member Handbooks, and announced a SE area Portland Plan workgroup
meeting that happens the 3rd Monday of every month for which she tried to solicit
someone from Richmond to attend, hoping for representation from every
neighborhood. SEUL is teaming up with 1000 Friends for a lobbying training
Neel Pender, New Villages Group:
Gave an update on the Wild Oat Building and code correction process that owner
of site is going through to revise the regs. Concerning 10,000 sq.ft limitation on
retail use site along Division. Obama and Merkley campaigns are out of building
and Bent Images Lab renting part of building.
Gave background of original Division regulation, Loprinzi’s appeal and attempt
to revise code to allow exemption for above the ground floor level. Planning
Commission approved revised code as part of RICAP 4 package

Announced Dec. 10, 2 pm City Council hearing on RICAP 4. If passes,
Loprinzi’s has chance to appeal which would delay things, but element of
certainty and finality would be gained that appeal process would be over soon, in
2009.
Frank DiMarco asked if there are other options or use o bldg; Neel gave no
specifics.
Doug asked if language to be presented to council is same as that approved by
RNA; to which Allen pointed out the language is in different format, but
substantively it’s the same.
Maija Spence, Portland Parks & Rec:
Gave update on 47 & Ivon Park: Described background about Master Plan
developed in 1991 and 2003 Village Building Convergence. As part of $400,000
from SDC Parks will spend on 4 parks, Ivon park will get $100,000 for signage,
cleaning up and sprucing up park, and survey performed of property lines.
Money includes employee time. City will seek input from neighbors.
Community input phase expected to start in Feb. `09. Construction and bidding
process after that, and break ground in summer for construction. Audience
member stated that traffic calming is big concern.
New Seasons Neighbors issue did not present
Reliable Parts Building (Neely Wells, Eric Cress, Anna Lucey)
Representatives of Urban Development Partners Northwest gave presentation on
redevelopment of Reliable Parts building into mixed use building, with retail on
ground floor and apartments above. They gave presentation at last meeting,
where sizing and mass of building were concerns raised. Displayed photo
rendition of project. 9,200 sq.ft. of residential space. They are interested in
neighborhood feedback on design. They hope to break ground on construction in
spring.
Board discussion on meeting location:
Erik listed possible locations: Richmond school and Central Christian Church.
The CCC has only Thursdays open, and Allen explained that the RNA looked at
Richmond School a few years ago but cafeteria/auditorium did not have
appropriate seating and classroom offered too small. Roy attended meeting
recently in auditorium and thought it would work. Erik will contact school to see
if bd members can check it out again, possible on 2nd Monday in December, since
no RNA mtg that night.
Committee reports (8:26 pm)
• Treasurer: Jeff Horne reported: $10,726.46 in WAMU acct; last statement of
July 31st shows $5,980.77 in Franklin Templeton savings account. Newsletter
expenses went up from $579 to $675.

• Land Use: Doug reported on 1927 SE 47th adjustment request re driveway. City
did not verify original plans which did not have accurate measurements. After
project done, City realized it’s out of compliance, after-the-fact adjustment
request not opposed by Land Use committee since none of neighbors opposed it
and no bad faith by applicant.
• Sustainability Committee: Did not meet 1st Tuesday of month due to election.
• SE Examiner: Nothing to report from Karin.
• Richmond Newsletter: Lee absent; Derek put out plea for more delivery people.
• Community Spaces: Allen reported that Neighborhood Small Grants
Application submitted for 2 movies in Sewallcrest Park. One movie might be
School of Rock w/ kids and music theme.
• SEUL Coalition Rep: Roy stated that Leah covered important points re SEUL.
• Outreach & Bd recruitment: Derek had nothing to report.
• Division/Clinton Bus. Assoc: Susan left mid-meeting.
• Liquor Licenses: Allen had nothing to report.
• Tree committee: Allen announced Dec. 6 tree planting. I people want to
volunteer, they could talk w/ him after the meeting.
• Richmond Cleanup: Colin had nothing to report.
Meeting adjourned at 8:50.
