Land Use in Portland
Oregon's Statewide Planning Goal #1 calls for public participation in the development of planning policy. The City of Portland has traditionally used its distinctive system of neighborhood associations to comply with this requirement. The
result is a unique set of opportunities for citizens to provide input into land use and planning decisions. When a Land Use Review is required for new development, the City notifies adjacent property owners as well as neighborhood associations, giving each an opportunity to respond. neighborhood associations can also appeal some land use decisions at no cost.
Southeast Uplift has been influential in shaping land use and transportation policy for almost forty years. Our goal is to ensure that neighborhood concerns are reflected in government decisions. The value of the coalition is the ability to pull people together to advocate effectively.
Southeast Uplift Urban Planning Program
The Southeast Uplift Urban Planning program supports residents in playing an active role in land use and transportation issues in their neighborhoods. Services include:
- Training and assistance in understanding and responding to development proposals.
- Organizing neighborhoods to influence land use and transportation policy.
- Convening the Southeast Uplift Land Use and Transportation Committee to address livability issues affecting multiple neighborhoods across the coalition.

Southeast Uplift Land Use and Transportation Committee
Southeast Uplift has a well known and effective Land Use and Transportation Committee (LUTC) that is influential in many land use, transportation, and other livability issues in the Southeast Uplift area. A major goal is to assure that neighborhood concerns are reflected in government decisions.
