Fiscal Sponsorship Policy
The purpose of acting as fiscal sponsorship for southeast neighborhood associations and other groups is to assist them in creating communities which are livable, socially diverse, safe and vital. Southeast Uplift provides an organizational structure and forum to empower citizens to effectively resolve issues of livability and community development.
A. Examples of Fiscal Sponsor Services are:
- Writing or assisting with writing of grant proposals (neighborhood associations only);
- Drafting, negotiating and reviewing contracts with funders, subcontractors and the neighborhoods involved;
- Communicating with vendors and others (e.g. bureau staff) regarding permits, supplies, outside services, etc. for project implementation;
- Receiving and expending funds – making deposits, cutting checks, producing financial statements and verifying/adjusting accounting records;
- Producing progress reports (narrative and/or fiscal) for funders.
B. General Criteria:
- The neighborhood association or group must be within the Southeast Uplift Coalition. Other groups must be able to demonstrate relevance to the Southeast Uplift Community.
- The project must fit within the mission of Southeast Uplift and not jeopardize the agency’s local, state and federal legal status.
- Completed Fiscal Sponsor Request forms will be considered at the next appropriate Executive Committee.
C. Fee Determination Criteria:
- Administrative fees for approved projects will be determined by the Finance Committee.
- Any grants and/or fundraising projects that require hiring a staff person will be subject to the agency’s cost allocation plan.
How Fiscal Sponsorship Works for Neighborhoods
Does your Neighborhood Association want to fundraise & ensure that donations made to your NA are tax deductible?
Neighborhood Association's are able to use Southeast Uplift as their fiscal sponsor in their fundraising activities since Southeast Uplift is a recognized 501c3 non profit organization.
Any donations made through Southeast Uplift for their project would be tax deductible.
Donations that are sent directly to the Neighborhood Association and deposited into the Neighborhood Association bank account are not be considered tax deductible. If someone wants to make a tax deductible donation for a Neighborhood Association, they would write a check payable to Southeast Uplift & designate it to the “_______ Project in _______ Neighborhood”
If you want Southeast Uplift to provide this service to your neighborhood, you should talk with Southeast Uplift's Fiscal Manager first. When you begin fundraising, you can have donations mailed directly to Southeast Uplift or you can collect them at another site and deliver them to Southeast Uplift. Southeast Uplift will make bank deposits, pay vendors directly, or you can drop off reimbursement requests, accompanied by an invoice or receipt (copies are okay). Reimbursement requests must be submitted to Southeast Uplift no later than the 13th of the month (for payout on the 15th) and the 28th of the month (for payout on the 1st).
