Southeast Uplift Neighborhood Coalition seeks a full-time Urban Planning Program Manager, responsible for all elements of program management, technical assistance, and policy analysis advocacy within our coalition area. The Program Manager builds capacity in the neighborhood system by proactively assisting neighborhood volunteers to develop tactics to influence policy and development that affects the built environment.

Regular, exempt Reports to: Executive Director Hours: Full-time, 40 hours per week Salary Range: $32,000-35,000 DOE

Scope of Responsibility

The Urban Planning Program Manager is a lead staff position at Southeast Uplift, responsible for all elements of program management, technical assistance, policy analysis and advocacy within our coalition area. The Urban Planning Program Manager builds capacity in the neighborhood system by furthering the strategic plan goals, developing advocacy skills, investigating and analyzing specific issues, trends and opportunities to assist neighborhood volunteers to develop tactics to influence policy and development that affects the built environment in the areas of land use, transportation and sustainability/environment. This is a highly responsible position in a mission driven environment and requires focus, dedication, and a broad range of skills.

Description of Duties

Specifically, the Urban Planning Program Manager will be responsible for:

  • Provide technical assistance and training to neighborhood and business association volunteers and other citizens with development and policy proposals, through case and process analysis, maintenance of reference documents and library, educational/informative events, and research.
  • Work with neighborhood association leadership to identify strategies and tactics to address neighborhood issues that affect the natural and built environment.
  • Investigate and analyze specific issues; produce fact sheets, research reports, analytical memoranda, and other documents as appropriate.
  • Design and implement public education and media campaigns; write articles, alerts and opinion pieces; blogs and survey topics for website.
  • Develop and maintain collaborative relationships with other key interest groups and individuals; build broad support for Southeast Uplift and neighborhood association program goals and objectives.
  • Define program goals and objectives; implement strategies, projects and tasks to achieve them; track progress and report regularly to executive director and board.
  • Provide staff support to the SE Uplift Land Use and Transportation Committee through monthly newsletters, meeting preparation, reports and recommendations on timely or important matters, work planning, scheduling of guest speakers, support in membership recruitment and testimony assistance.

Required Qualifications

  • Bachelors’ degree (advanced degree in a related field strongly preferred).
  • Four years professional experience with public policy and public process
  • Political or consensus-building skills
  • Understanding of Portland’s neighborhood system, city bureaus and commission structure
  • Ability to analyze complex issues/processes and assist volunteers in understanding them; ability to be patient and supportive when working with inexperienced volunteers
  • Excellent communication skills, both written and oral
  • Ability to effectively communicate technical materials, policies and codes to volunteers and neighbors
  • Self motivated, strong personal initiative, well organized
  • Ability to manage multiple projects at one time
  • Ability to work collaboratively in a team environment
  • Experience in grassroots community organizing
  • Experience with public speaking, training, meeting facilitation, volunteer coordination, project evaluation
  • Ability to maintain accurate records and files, produce timely reports
